Privacy Policy

The Association of Reciprocal Safety Councils (ARSC) is committed to providing a secure and respectful environment for our customers. This Privacy Policy applies only to information that we collect from users of the Site.

What information do we collect from this Site?

We collect certain information automatically each time you visit the Site. This may include, without limitation, your IP address, the type of computer you use, and the web browser you use. An IP address is a number assigned to your computer when you connect to the Internet. Each time you visit the Site, our web server may automatically recognize (where possible) and collect your IP address. We may also use "cookies". A cookie is a small amount of data that is sent to your browser from a web server and stored on your computer's hard drive. Among other things, cookies provide a means for websites you visit to keep track of your online patterns and preferences. A cookie will not allow a website to learn any personally identifiable information (such as your real name and address) that you have not otherwise disclosed.

We also collect personally identifiable information that you provide to us. Personally identifiable information is information that tells us who you are, such as your name and your e-mail address. We may collect this information when you register to use this Site and when you update and/or modify information that is maintained on the Site.

How do we use the information we collect?

We may use automatic information to customize your experience while visiting the Site and to evaluate and improve the design of the Site.

We use personally identifiable information for the purpose for which it was provided to us. For example, we may use personally identifiable information that you submit when registering for the Site to establish your online account, to send you information and reports that you may be interested in, and/or to contact you directly about products or services that you may be interested in. We may use personally identifiable information that you submit to apply for a job for purposes of evaluating your candidacy for any applicable jobs. We may also use personally identifiable information to send you e-mails about the Site, respond to e-mails, provide customer support, and other similar matters.

We may use non-personally identifiable aggregate information to help us run and maintain the Site, study traffic patterns, and generally learn about the usage of the Site. We may also use such information for purposes of system administration, to improve the design and content of the Site, and/or to enable us to personalize your Internet experience.

How is the information that is collected disclosed?

We may share information obtained from the Site with our membership only. We do not share such information with third parties.

We may disclose personally identifiable information in special cases when we have reason to believe that disclosing such information is necessary to identify, contact, or bring legal action against someone who may have breached our Terms of Use or who may be causing injury to or interference with (either intentionally or unintentionally) our rights or property, other users of the Site, or anyone else who could be harmed by such activities. We may also disclose personally identifiable information when we reasonably believe that the law requires it.

Can users access their information?

If you are a registered user, you can access, change, correct and update the personally identifiable information that you provide through your membership account.

How do we protect the security of users' information?

We maintain physical, electronic, and procedural safeguards to reduce the risk of unauthorized access to personal information. However, although we employ such safeguards, information transmitted on the Internet and/or stored on systems connected to the Internet is not 100% secure. As a result, we cannot ensure, warrant or guarantee the security or integrity of such information.

Does the Site contain links to other websites?

While you are using the Site, you may be linked or directed to other third-party sites outside of the Site that are beyond our control. Each of these third parties may have a privacy policy different from ours. Please review the privacy policies of these sites. Membership in ARSC

ARSC membership entitles a member to receive copies of the ARSC library of courses, the authority to deliver ARSC courses, and the authority to qualify under the ARSC Common Guidelines for reciprocity of those courses by other members. Our two flagship courses, the Basic Orientation Plus® and the Basic Orientation Plus - Refresher hold registered trademarks that can only be used in conjunction with the programs owned and distributed by ARSC. These programs are nationally recognized throughout the oil, gas and petrochemical industries. 

We welcome your questions and interest in becoming a member of the Association and look forward to assisting you. In order to become a member of ARSC, you must: 

  1. Be structured as a non-profit safety training organization and be designated as a 501(c) 3 organization under IRS guidelines. A letter of determination from IRS should be submitted with your membership application.
  2. Obtain letters of support from a minimum of three owners (for example, Holly Frontier, Chevron, Exxon, Valero, etc.) in your area to support your petition for membership. These letters of support should be submitted with your membership application. 
  3. Submit your membership application and supporting documentation to ARSC. A $1,000.00 non-refundable membership application fee is due with your application. This $1,000.00 membership application fee will be applied to your $10,000.00 initial membership fee assessed by ARSC if your application for membership is approved by the ARSC Board of Directors. The balance of the membership fee must be paid within thirty (30) days of the approved application.
  4. Receive confirmation that all necessary documentation has been received by the ARSC Membership Committee who reviews all membership applications. They may contact you for more information as needed. If the membership committee determines that all criteria for the application process have been met, an administrative visit will be scheduled to your location. 
  5. Schedule the administrative visit with the ARSC Administrator to visit your facility and discuss ARSC Rules, Policies and Procedures. Your organization will be billed for related travel costs. 
  6. Obtain support from a minimum of two ARSC Board of Directors who are members in good standing. These two Board members will bring your application for membership to the ARSC Board of Directors for a vote. The Board will vote on your application pending a motion and a second by the Board. 

If your membership application is approved, the ARSC programs will be distributed to you upon receipt of full payment of your initial membership fees and a formal audit will be conducted within the first year at each of your organization’s locations that utilize ARSC programs. A third-party auditor has been contracted to complete the formal audit for ARSC. The complete cost of the audit is the responsibility of the ARSC member undergoing the audit. All members are audited on a two (2) year cycle.

For each year thereafter, annual dues and reciprocal training unit fees will be assessed as determined by the ARSC Board of Directors.

Why ARSC?

Council representatives to ARSC work together to develop and revise current training programs that meet a significant portion of OSHA requirements, as defined within the standards. This allows councils that perform site orientations, to work with industrial facility representatives, in reducing the amount of redundant information in their site orientations thereby increasing the effectiveness of the training while reducing the cost of development. This is the historical basis upon which, Basic Orientation Plus® and Basic Orientation Plus-Refresher® were initially created. We now have many reciprocal programs. The objective of ARSC is to continue this approach and continue to produce new and effective additional reciprocal training programs. 

The Basic Orientation Plus® program meets a significant portion of the OSHA mandated contractor requirements. This increases safety-training efficiency for the contract employee due to a reduction in redundant information being presented.

ARSC programs are not meant to relieve contract companies of all training responsibilities. There are elements of the standards that require the contractor to provide employer specific information regarding policy and procedures as well as some hands on training on specific equipment. 

The ARSC programs focus on the needs of industry. The contractors, the facilities and the workers benefit from cost and time savings by the reduction of repetitive training while assuring the quality of the training from council to council. There is also a savings to the ARSC members by reducing the amount of money each individual council must spend to develop their own programs. 

ARSC has an active Curriculum Committee comprised of volunteers from the various member organizations. These volunteers review and maintain the Curriculum to ensure that training objectives are met and the training applies to current industry and Federal Government regulations as well as best industry practices. 

The Basic Orientation Plus® and the Basic Orientation Plus-Refresher® curriculum and test questions were revised in 2016. The current Basic Orientation Plus® and the Basic Orientation Plus-Refresher® curriculum includes a new bank of professionally designed and validated test questions with a test design matrix. We have also provided an ARSC Study Guide for the Basic Orientation Plus® Programs and Spanish versions of the programs for the optional use of our members. The programs are fast paced and informative for today’s audience. 

The Basic Orientation Plus-Refresher® program is available to our members in instructor lead format and computer based training (CBT). ARSC members are responsible for procurement or development and installation of the CBT programs at their local organizations. 

A core value ARSC provides to members and the facilities they serve is credibility. Comprehensive audits, of each member council, regarding quality and consistency of training as well as assurance that the individual trained is the individual who is issued a card stating the training has occurred, is the chief tool used to attain and maintain credibility. The ARSC Audit Committee is comprised of volunteers from the various member organizations. ARSC contracts with a third party outside auditing firm to conduct audits of each ARSC member. These auditors adhere to a rigid formal audit protocol and a set of procedures provided by the association to audit each member organization on a set rotation. ARSC has an Audit Procedures Manual that defines our audit process. ARSC member councils are currently audited on a two-year cycle thus insuring the ARSC objectives are met throughout the participating organizations. 

ARSC has a full time Executive Director who manages the daily activities of the Association and serves as coordinator for much of the committee activities. The Executive Director is available to help anyone who is interested in the ARSC activities or has a question or concern they would like addressed.

ARSC continues to grow and the Basic Orientation Plus® and Basic Orientation Plus-Refresher® programs are now offered by our members in Alabama, Colorado, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Missouri, New Jersey, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, West Virginia, Wyoming and the United States Virgin Islands. There are over 50 locations delivering the ARSC reciprocal training at this time. 

ARSC strives to maintain a cohesive effort to continue to move forward with the adoption of additional reciprocal programs, improvement and updates to existing programs and providing support to our facilities as they address the security issues that continue to be a significant concern for them and law enforcement agencies throughout the nation. 

Our members have expressed the need for continued efforts aimed at more reciprocal programs. They feel that because of the collective efforts of the councils involved with ARSC their training programs are stronger and costs to maintain them have been reduced. This has meant reduced costs to the owners and contractors involved. Most important of all by improving the quality of safety training, we are improving safety for all the workers involved and ultimately improving the quality of life.
